Dear Rwanda,
From a global vantage, your resplendent transformation from the ashes of the 1994 tragedy to the thriving nation you are today is a narrative of resilience and hope. While my heart swells with admiration at your progress, it’s also weighed down by some growing concerns that merit attention.
Your economic journey has been nothing short of remarkable. Figures from the World Bank’s 21st Rwanda Economic Update (REU) stand as a testament: an outstanding 9.2% growth in Q1 2023 and 8.2% in the previous year. However, the caution from Peace Aimee Niyibizi, the World Bank Country Economist for Rwanda, underscores a crucial aspect – the importance of fiscal consolidation in these fluid economic times.
Parallel to the economic story, there’s a perturbing chapter unfolding – the state of human rights. The mysterious Innocent Bahati case and the concerning silences around Venant Abayisenga, Eugene Ndereyimana, and Boniface Twagirimana are disconcerting. Global entities like the UN Working Group and Amnesty International have voiced unease. For Rwanda to truly shine, it is essential to foster an environment where voices aren’t stifled, and every person’s rights and freedoms are upheld.
Your collaboration with the UK, especially in the ‘asylum partnership arrangement’, presents a challenge. While international cooperation is laudable, Rwanda must become perceived as something other than merely an outpost for asylum seekers. Striking the right balance between humanitarian obligations and maintaining national dignity will set a precedent for global refugee protocols.
Lastly, your actions in the Democratic Republic of Congo (DRC) are under intense scrutiny. The skirmishes between Rwandan troops and the Congolese military, and the subsequent U.S sanctions, underscore this. As you tread this path, adherence to international norms and respecting the sovereignty of neighbouring nations will be essential.
In closing, Rwanda, your rise in Africa is both commendable and inspirational. Yet, with prominence comes responsibility. Embracing human rights, forging transparent international collaborations, and nurturing harmonious neighbourly relations will be pivotal for your journey.
I remain hopeful and eager to witness the positive change you can bring to the fore.
Inyenyeri y’u Rwanda ikomeje kwiyongera, izana iterambere, iterambere, n’amahoro mu gihugu cyawe gikomeye.
Yours sincerely,
An African Well-wisher
